Section 1
1. Short title This Act may be cited as the Securing Help for Involuntary Employment Loss and Displacement Act or the SHIELD Act.
Section 2
2. Ineligibility as a result of labor disputes Section 303(a) of the Social Security Act (42 U.S.C. 503(a)) is amended by adding at the end the following: A requirement that, as a condition of eligibility for regular compensation for any week, an individual not be unemployed during such week as the result of a strike or other labor dispute (other than a lockout) that such individual— is participating in, providing financial support to, or has a direct interest in. Paragraph (5) of section 3304(a) of the Internal Revenue Code of 1986 is repealed. The amendments made by this section shall apply beginning on the date that is 2 years after the date of enactment of this Act, except that nothing in this section shall be interpreted to prevent a State from amending its law before the end of the 2-year period beginning on the date of the enactment of this Act.
