Section 1
1. Short title This Act may be cited as the Safe Storage Saves Lives Act.
Section 2
2. Requirement that a compatible gun lock be provided to every firearm purchaser Section 922(z) of title 18, United States Code, is amended— by striking handgun each place it appears and inserting firearm; in paragraph (1)— by striking licensed importer, licensed manufacturer, or licensed dealer and inserting person; by striking person other than any person licensed under this chapter and inserting other person; and by striking for that and inserting compatible with the; and in paragraph (2)(D), by striking licensed manufacturer, licensed importer, or licensed dealer and inserting transferor.

3. Clarification of definition of secure gun storage or safety device Section 921(a)(34)(C) of title 18, United States Code, is amended by inserting provided with, or incorporated into the design of, the device before the period.

4. Requirement that a gun seller have a compatible gun lock available for every firearm offered for sale Section 922(z) of title 18, United States Code, is amended by adding at the end the following: It shall be unlawful for any person to offer a firearm for sale unless the person offers for sale a secure gun storage or safety device that is compatible with the firearm. Section 924(p) of such title is amended by adding at the end the following: With respect to each violation of section 922(z)(4) by a person who is not a licensed importer, licensed manufacturer, or licensed dealer, the Attorney General may, after notice and opportunity for hearing, subject the violator to a civil penalty of not more than $1,000. Section 924(p)(1) of such title is amended— in the paragraph heading, by striking In general and inserting Penalties on licensed manufacturers, licensed importers, and licensed dealers; and in subparagraph (A), by striking Secretary and inserting Attorney General. (4)Requirement that a gun seller have a compatible gun lock available for every firearm offered for saleIt shall be unlawful for any person to offer a firearm for sale unless the person offers for sale a secure gun storage or safety device that is compatible with the firearm.. Section 5
5. Sense of the Congress It is the sense of the Congress that any funds collected through fines for violations of section 922(z)(4) of title 18, United States Code, be used for the distribution of free or reduced-cost secure gun storage or safety devices, or for a campaign to raise public awareness about the use of the devices.
