Section 1
1. Short title This Act may be cited as the Public Safety and Mental Health Reporting Act.
Section 2
2. Acquisition of data about interactions of law enforcement officers with people with mental illness Under the authority of section 534 of title 28, United States Code, the Attorney General, in consultation with the Secretary of Health and Human Services, shall acquire data, for each calendar year, on interactions of law enforcement officers with people with mental illness. The Attorney General, in consultation with the Secretary of Health and Human Services or the Assistant Secretary of the Substance Abuse and Mental Health Services Administration, shall establish guidelines for the collection of such data. Data acquired under this section shall be used only for research or statistical purposes and may not contain any information that may reveal the identity of an individual victim of a crime. The Attorney General shall submit to Congress and make publicly available an annual summary of the data acquired under this section. There are authorized to be appropriated such sums as may be necessary to carry out the provisions of this section for each of fiscal years 2026 through 2036. The term mental illness has the meaning given such term in section 2991(a)(7) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10651(a)(7)).
