1. Short title This Act may be cited as the End Judge Shopping Act.

Orders purporting to restrain enforcement against non-parties Chapter 87 of title 28, United States Code, is amended by adding at the end the following: A civil action which seeks an order enforceable in each district and division of the United States shall be brought only in a division of a judicial district which has two or more active judges assigned.
