1. Short title This Act may be cited as the Train Noise and Vibrations Reduction Act of 2025.

2. Recommendations to reduce train noise and vibrations near homes Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall develop and submit to Congress a report containing— recommendations to reduce train noise and vibrations near homes; and estimates of the costs and benefits of each such recommendation. The report required under subsection (a) shall, at a minimum, include such recommendations regarding— modifications to trains and tracks; modifications to train and track maintenance procedures; speed limits for trains; mitigation measures between tracks and homes; the distance required between tracks and homes; limits on the number of trains; limits on the number of cars on trains; limits on hours of operations; building noise insulation; and modifications to soil conditions.
