Section 1
1. Short title This Act may be cited as the South Texas Agriculture Emergency Assistance Act.

2. Financial assistance to certain agricultural producers along the Rio Grande The Secretary of Agriculture shall make a grant to the State of Texas, acting through the Texas Department of Agriculture, to provide assistance to agricultural producers in the State of Texas with farming operations along the Rio Grande who have suffered economic losses during crop years 2023 through 2024 due to the failure of Mexico to deliver water annually to the United States in accordance with the Treaty Relating to the Utilization of Waters of the Colorado and Tijuana Rivers and of the Rio Grande, and Supplementary Protocol signed November 14, 1944, signed at Washington on February 3, 1944 (59 Stat. 1219; TS 944). The amount of assistance provided to individual agricultural producers under this section shall be proportional to the amount of actual losses described in subsection (a) that were incurred by the producers. The Secretary of Agriculture shall carry out the grant required under subsection (a) in the same manner as the grant required under section 102 of Public Law 107–206. There is appropriated, out of any money in the Treasury not otherwise appropriated, $280,000,000 to the Department of Agriculture for purposes of carrying out the grant required under subsection (a).
